Memory of My Brother and the Road to Affordable Medicines

Hi. This is Mar.

It’s been a long day at work, and finally things have quieted down.

On my desk is an old family picture. My dad is there, with my mom, my sister Ria, myself and my brother Dinggoy. For those of you who never knew him, Dinggoy was the real politician among us. He always had a ready handshake and an infectious smile. I remember those days before he became representative of Capiz —I was his campaign manager, dreaming big things with him. But bigger things eluded us because in a strange, tragic twist of fate, Dinggoy died at the age of 32 of cancer.

I’m saying this because I want you to know that my health care advocacy – the Quality Affordable Medicinces bill - was not spun out of thin air. It was never just a Senate bill with a number – it was personal.

I’ve been fighting for it since 2004, when we first laid the groundwork for the bill. And it has finally been passed. After countless dialogues, proposals and counter-proposals, the Universally Accessible Cheaper and Quality Medicines Act of 2008 was ratified by both Houses last April 29. On June 6, finally, it was signed by the President, and now the battle moves on to the proper implementation of this law. A number of people worked hard for this bill and its enactment is a victory for us all. 

It is said that we do not own our memories, but our memories own us. My memory of Dinggoy inspired me in this fight for affordable medicines. It will continue to do so as we work for quality education and better governance through transparency, integrity and accountability. I only ask that you support this measure and join me in ensuring that every provision will be implemented correctly.

I am one with you in your fight to bring the prices of medicines for century this multinational has been draining blood from us Filipinos and no one has the courage to fight them.

Although, I would like to congratulate you for what you have started and I would like to join your crusade. I think the bill that was signed into law has some flows and week points and that is why almost year now and the prices are going down on a very slow face.

Allow me to share with you some of my personal experience. I have been a consolidator for PITC since 2004 who was the lead agency for the parallel importation, sometime and 2007 then Sec Obet spinned off and created a SEC registered corporation named PITC Pharma Inc. (PPI)

Since the formation of PPI the new law only allows PPI to be the only agency that can import PDI. Now we all know that while under the management of Sec Obet and VP Teddy Rivera they have miss manage the pharma business and have allowed over 100M medicine to expires. and have all of medicine hidden in a warehouse in Muntinglupa city And i fell sorry for Doc Rolly who ended up adsorbing all the problems not to mention that PPI hass no financial capacity to import.

Last, June we entered into a MOA with PITC and the said MOA was for the importation and distribution of PDI's We had agreed to finance the importation. Infact we have already opened our domestic letter of credit and likewise PITC had also opened their L/C to our supplier /exporter.
sad to say our efforts where blocked by Sec Peter Fabilla.

In as such I would like to write down in full our bitter experience. which have a lot of confidential matters which i feel is best i discuss and show you the evidences. Should you need me to meet you privately i am ready and willing to do so.
